Summary
I am a mechanical engineer specialising in renewable energy and energy systems. I currently serve as Deputy Team Leader and Power Specialist on the ADB-funded grid resilience project in Samoa, delivered through Entura. My PhD, now under examination, models Samoa's whole-energy-system transition under uncertainty.
My earlier roles span UNEP, the NDC Partnership and Samoa's national electricity utility, including direct contribution to the development of Samoa's NDC 3.0. My technical work covers energy and carbon audits, GHG inventories, energy systems, and power system modelling and planning.

10+ years as a professional which includes,
1. Power Specialist and Deputy Team Leader, Entura, on the ADB Samoa Grid Security and Resilience Enhancement Sector Development Program (2026). Sole named Key Personnel. Scope covers energy sector assessment, transmission and distribution network review, least-cost solar investment options, procurement packaging and regulatory and tariff recommendations.
2. NDC National Coordinator, Samoa, embedded in the Climate Change Division of MNRE.
3. Programme Coordinator, UNEP GEF ISLANDS programme, covering 14 PSIDS.
4. Managing Director and Lead Consultant, Moeono Consultants, 2022 to present. Energy audits for clients, including GHG inventories, carbon emissions calculators, carbon audits and more than ten national training workshops on carbon and energy auditing.
5. Renewable energy engineer, Electric Power Corporation of Samoa. Led infrastructure and rehabilitation projects across hydropower, wind, solar and thermal assets.
