Summary
Over 27 years of experience on international development projects, focusing on coastal management, ICZM, coastal adaption, climate policy, wetland biodiversity management and catchment management. Over 12 years’ experience of Monitoring and Evaluation (M&E) including programmes that involve participatory planning processes, conducting feasibility studies, the assessment climate change and small island state environmental management and the design of programme implementation involving climate change.Over 10 years’ experience in institutional assessment and identification of capacity and organisational constraints within public administration, private sector, civil society (mostly in small island states). Extensive knowledge of donor agency development policies relating to disaster risk, climate change and coastal adaptation. Strong working experience for SPREP since 2011 in Tuvalu, Tonga, Vanuatu, Cook Islands, Fiji, FSM, Samoa. Strong experience in many other SIDs globally.

Main output is to develop a strategic results framework that has optimal resource allocation from GEF and other stakeholders to meet the project objective. work included atoll stakeholder visits and island geomorphological field assessments.

Project name: SPREP Up-scaling Pacific Adaptation to Climate Change (PACC+) Projects – Pacific Islands Client: SPREP Project period: Tue, 01/01/2013 - 12:00 - Tue, 01/07/2014 - 12:00 Position: Team Leader Location: Samoa and Vanuatu Deliverables The Pacific Adaptation to Climate Change (PACC) Project, executed by SPREP, is the largest multi country project in the Pacific. It is designed to achieve real and demonstrable results that satisfy urgent needs, and build the foundation for a long-term programmatic approach to address climate change in the region. PACC has been ongoing since 2009 in 13 countries using GEF SCCF funds implemented through UNDP in partnership with SPREP. An 8 week consultancy project was commissioned under the leadership of Jonathan McCue to support complementing and upscale the community level demonstration projects, to assist countries in defining a PACC replication/up-scaling plan (referred to as “PACC+”) that is based on a technical assessment of existing demonstration projects. The assignment served to complement, further justify and define draft recommendations drawn up through a pre-screening process by an expert panel for 7 Pacific PACC countries (Tokalau, Solomon Islands, Marshall Islands, Tuvalu, Vanuatu, Samoa and Nauru). The review was targeted on 3 sectors, namely coastal protection, food security and water resources. Where possible, advice was provided on how these three sectors could be integrated together as specific demonstration activities to strengthen the planning and implementation of climate resilience in a way that assists local communities, national planners and decision-makers and regional technical specialists to incorporate climate change risk as routine into current working processes.

Project name: Technical Evaluation of the Tafitoala village Coastal Defense, Samoa Client: SPREP Project period: Sat, 01/06/2013 - 12:00 - Thu, 01/08/2013 - 12:00 Position: Technical Advisor Location: Samoa Deliverables The PACC Project for Samoa selected Tafitoala village on the south western coast of Upolu island, as one of its main sites to demonstrate selected adaptation measures to address coastal erosion due to rising sea levels. Implementation of activities commenced in 2010 whereby a combination of hard and soft adaptation measures were identified, evaluated and implemented. The adaptation option that was implemented comprised of a hybrid of shoreline protection infrastructures and ancillary tree planting along the coastal areas.Survey the current situation of the hybrid seawall and its ability to withstand tidal surges, overtopping and surface flooding for the next 10-15 year period; Assess the immediate surrounding environment aspects (floodplains close to the river) against the future impacts on the seawall. Provide technical advice and recommendations for improvement to the hybrid seawall which would include detail modifications and specifications. Assess the process that led to the selection of the hybrid sea wall (including policies and measures) to promote/facilitate climate change risk management; Discuss the efficacy and quality of the methodologies applied/used to determine the optimal mix of policies and measures (for example, assessment of vulnerability, socio economic impact analysis, cost benefit analysis etc.). Determine the impact of the introduced measures including documentation of the perceived benefits (or absence of) to the Tafitoala community.

Project name: Federated States of Micronesia PACC Up -Scaling Proposal for Coastal Management Client: SPREP Project period: Sat, 01/12/2012 - 12:00 - Fri, 01/02/2013 - 12:00 Position: Coastal Management Advisor Location: Federated States of Micronesia Deliverables Pacific adaptation to climate change project (PACC) up-scaling plans for climate change adaptation for four states in FSM (Yap, Chuuk, Pohnpei and Kosrae. Shoreline management planning and “ridge to reef” coastal engineering advice was provided. Institutional support, training design and delivery, production of an adaptation fund concept, proposal for 4 states in FSM, and technical support and supervision.

Project name: Improving the Delivery of Comprehensive Disaster Management in Trinidad and Tobago Client: Office of Disaster Management and Preparedness (ODPM) Project period: Fri, 01/03/2013 - 12:00 - Sun, 01/12/2013 - 12:00 Position: Disaster Specialist Location: Trinidad Deliverables The general objective of the consultancy was to provide institutional support is to assist the disaster management to the general public, in order to reduce vulnerability and increase resilience to natural disasters and hazards. Engaged by ODPM (office of the Deputy Prime Minister) to provide capacity assessment expertise expert and technical support and advice for the development of a country disaster risk evaluation programme. Deliverables included Institutional support, training design and delivery, quality review exercises, technical support and supervision, contribution to quarterly and semester reporting.

Project name: Formulation of Guidelines for Climate Risk Resilient Coastal Protection in the Maldives Client: UNDP Maldives Project period: Mon, 01/10/2012 - 12:00 - Wed, 01/05/2013 - 12:00 Position: Team Leader Location: Male, Maldives Deliverables The objective of the project is to formulate a guidelines document for climate risk resilient coastal protection planning in the Maldives through a participatory approach and with recommended amendments to the Land Use Planning and Environmental Impact Assessment (EIA) regulations and the Environment Protection and Preservation Act (EPPA) of Maldives, National Building Code, Maldives National Building Act and Maldives Land Act as necessary to better address climate change adaptation and early warning systems and to provide pragmatic evidence based advocacy for high level political endorsement for the coastal protection guidelines document. Undertook an assessment and formulated comprehensive technical guidelines for climate risk resilient coastal protection planning in Maldives. This focussed on the following aspects: coastal infrastructure development, dredging, land reclamation, beach replenishment, harbour development, coastal erosion prevention, improvement and creation of access to the islands through the reef, over water structure construction and other coastal development. Communicated with a wide range of stakeholders including national, atoll and island authorities and sector specialists and delivered: (i) Guidance and proposed amendments to land use planning guidelines and EIA Regulation and the EIA Process; (ii) Standards for best practices in coastal development formulated through an analysis of social and economic costs and benefits associated with old and new coastal development and protection practice; (iii) Stakeholder workshops and consultation exercise were used as a tool to discuss findings and issues.

Project name: Increasing Resilience of Coastal Areas and Community Settlements to Climate Change, Tuvalu Client: UNDP Fiji Project period: Mon, 01/10/2012 - 12:00 - Fri, 01/03/2013 - 12:00 Position: Coastal Management Advisor Location: Tuvalu (Nukufetau) Deliverables Coastal engineer role to provide expert services to develop practical coastal adaptation options for Nukulaelae and Nukufetau Atolls (Tuvalu) that can be implemented immediately. In addition, services were required to produce a coastal protection/management proposal for Funafuti Atoll (Tuvalu) which includes short, medium and long-term coastal protection/management options. Organize community consultations, with support from the Project Management Unit, to identify specific locations of interventions and to ensure engagement of community members in implementation of coastal management actions, undertake technical assessments in the proposed sites (Nukulaelae and Nukufetau), produce a report containing the results of consultations and technical assessments, comparisons of workable coastal adaptation options, proposal of specific coastal management options with technical specifications and budget, a map of interventions, support PMU in developing a concept note of the proposed adaptation interventions to be tabled at the project board meeting, support PMU in procurement for the proposed interventions, review the existing coastal maps for Funafuti and liaise with Tokyo University and JICA to identify information gaps, organize community consultations, with support from the Project Management Unit, to identify specific locations of intervention.

Project name: Enhancing Resilience of Coastal Communities of Tonga, to Climate Change and Disaster Risks Client: Ministry of Environment and Climate Change Project period: Wed, 01/08/2012 - 12:00 - Thu, 01/11/2012 - 12:00 Position: Technical Advisor Location: Tonga (Haapai) Deliverables Formulation of a full project proposal for submission to the Adaptation Fund Board (AFB) in close consultation with relevant ministries, other national stakeholders in Tonga and UNDP. Particular focus is on planning for disasters (especially tsunami awareness) in conjunction with delivering the National Action Plan on climate change adaptation and disaster management. Key focus was placed on designing pilot-scale adaptation activities through the regional Pacific Adaptation to Climate Change (PACC) project (UNDP-GEF funded and implemented by SPREP), as well as setting up community based adaptation projects (financed separately through UNDP-Small Grants Programme). The project focused on replicating and up-scaling the implementation of adaptation measures throughout Tonga, and provided advice on how to strengthen policy and institutional capacities.

Project name: Terminal Evaluation of the Sustainable Land Management (SLM) Project, Vanuatu Client: UNDP Fiji Project period: Wed, 01/02/2012 - 12:00 - Tue, 01/05/2012 - 12:00 Position: Team Leader Location: Vanuatu Deliverables The overall objective of this TE was to review progress towards the project’s objectives and outcomes, assess the efficiency and cost-effectiveness of how the project has moved towards its objectives and outcomes, identify strengths and weaknesses in project design and implementation, and provide recommendations on design modifications that could have increased the likelihood of success, and on specific actions that might be taken into consideration in designing future projects of a related nature. Activities Performed: The evaluation methodology was clearly documented in the final evaluation report including comprehensive details of the following: documents reviewed, interviews conducted, consultations held with all stakeholders, project sites visited, techniques and approaches used for data gathering, verification and analysis.
